From the Portland area:

Take I-5 south, then take Salem Parkway, exit 260A, and follow Salem Parkway to Commercial Street. Turn right onto the Marion Street Bridge and cross the Willamette River, staying in the left lanes while on the bridge, continue along Highway 22. Move into the right hand lane when you see the Rosemont Ave./Capital Manor exit sign. Take that exit. Turn left at the light onto Edgewater Street and then right into the Oak Hills Mall, where the Building Codes Division is located.

From south of Salem:

Northbound on I-5, take the North Santiam Exit 253. Turn left at the light onto Highway 22, follow it into Salem. It becomes Mission Street. From right lane, take the ramp off Mission onto 12th Street. Stay left and cross 12th at the light. Continue downtown on Bellevue (also Pringle Parkway) to Front Street. Get in the right lane on Front and cross Marion Street Bridge and the Willamette River. Stay in the left lanes on the bridge, continue along Highway 22 in the left lanes until you see the Rosemont Ave./Capital Manor exit. Move right and take that exit. Turn left at the light onto Edgewater Street and then right into the Oak Hills Mall, where the Building Codes Division is located.
